1. to make known; to declare; to publish; as, to notify a fact to a person. no law can bind till it be notified or promulged.
2. to give notice to; to inform by notice; to apprise; as, the constable has notified the citizens to meet at the city hall; the bell notifies us of the time of meeting. the president of the united states has notified the house of representatives that he has approved and signed the act. --journal of the senate, u. s.
note: this application of notify has been condemned; but it is in constant good use in the united states, and in perfect accordance with the use of certify.

Wakes up a single thread that is waiting on this object's monitor. If any threads are waiting on this object, one of them is chosen to be awakened. The choice is arbitrary and occurs at the discretion of the implementation. A thread waits on an object's monitor by calling one of the wait methods. The awakened thread will not be able to proceed until the current thread relinquishes the lock on this object. The awakened thread will compete in the usual manner with any other threads that might be actively competing to synchronize on this object; for example, the awakened thread enjoys no reliable privilege or disadvantage in being the next thread to lock this object.
