A civilian position, public or private (designated by the employer and approved by the Secretary concerned), that cannot be vacated during war or national emergency.

Key position
In the sport of Australian rules football, a "key position" refers to positions on the ground that are considered vital to the structure of a team.
Key position players make up what is known as the "spine" of a team. Key positions on an Australian rules field are usually deemed to be centre half-forward, full-forward, centre half-back and full-back.
Key position players are usually tall and strongly built. Some KPP's include Fraser Gehrig, Matthew Scarlett, Barry Hall and Warren Tredrea.
