Federalism is a political concept in which a group of members is bound together by covenant (Latin: foedus, ) with a governing representative head. The term "federalism" is also used to describe a system of government in which sovereignty is constitutionally divided between a central governing authority and constituent political units (such as states or provinces). Federalism is a system based upon democratic rules and institutions in which the power to govern is shared between national and provincial/state governments, creating what is often called a federation. The term federalist describes several political beliefs around the world. Also, it may refer to the concept of parties; its members or supporters called themselves Federalists.

A federated state (which may be referred to as a state, a province, a canton, a Land, etc.) is a territorial and constitutional community forming part of a federal union. Such states differ from fully sovereign states, in that they have transferred a portion of their sovereign powers to a federal government. Importantly, when states choose to federate, they lose their standing as persons of international law. Instead, the federal union as a single entity becomes the sovereign state for purposes of international law. A federated state holds administrative jurisdiction over a defined geographic territory and is a form of regional government.
