Most network security systems operate by allowing selective use of services. An Access Control List is the usual means by which access to, and denial of, services is controlled. It is simply a list of the services available, each with a list of the hosts permitted to use the service.

Precisely which parameters are needed for effective agent communication will vary according to the situation; the only parameter that is mandatory in all ACL messages is the performative, although it is expected that most ACL messages will also contain sender, receiver and content parameters.

The ACL structure is the header of an access-control list (ACL). A complete ACL consists of an ACL structure followed by an ordered list of zero or more access-control entries (ACEs).
